Each company approaches Pre-construction Phase tasks in their own way but generally comporting to the above diagram.  The Pre-construction Phase generally starts from the hand-off from Development Phase following a Final Investment Decision predicated on the execution of a PPA and it ends at the Start of Construction milestone. It's not uncommon for Development phase activities to still be in process through-out this phase, particularly in permitting, interconnection and real estate tasks.
